By "shortest time for a fanedit to qualify as a fanedit here" are you referring to the time it takes for a fanedit to be approved? If so then the time is not set in stone. It all depends on how quickly someone with at least 50 posts is willing to view, review, and approve it.

Lol, no i meant run time, i'm not sure but i think there is a limit as to how short a fanedit can be for it to be available on the site.

I don't know if a non-consecution fanedit can be that short but if you take a look at BlueYoda's (fe) La Vie, http://fanedit.org/7971/ , you'll see that it only runs for 27 minutes and 44 seconds and is classified as a standalone edit.
